The Carrera 7 line is under construction but not open. Don't plan on it. SITP feeder buses do run on Carrera 7 and Carrera 9 nearby, but Uber is easier for most trips.
Daytime walking on the main streets is fine. After dark, take an Uber. Keep your phone out of sight on the street — locals call it "no dar papaya," meaning don't make yourself an easy target.
Santa Bárbara / Usaquén is one of the safer northern Bogotá neighborhoods — upscale, residential, well-patrolled. Quiet on weeknights once offices close, more lively on weekends because of the plaza nearby.
